The Record

The History and Future of Lulu Island Abu Dhabi

Lulu Island has been announced, redesigned and shelved more than once. The sequence below is the part that is documented.

  1. 1980s

    Reclaimed from the Gulf

The island is created from reclaimed sand off the Abu Dhabi Corniche and built as a breakwater, giving the capital's waterfront its sheltered channel.

  2. Early 2000s

    First development contracts

Contracts are awarded for the island's development, beginning a cycle of plans that would repeatedly stall.

  3. 2007

Open to the public, and a masterplan commissioned

Lulu Island opens with restaurants, coffee shops, riding tracks, artificial lakes and a ferry service to Abu Dhabi. The same year, Sorouh Real Estate appoints Miami-based Arquitectonica to develop a masterplan.

  4. 2009

The crisis, and the ferry stops

The global financial crisis brings progress to a halt. The ferry service is suspended, and the island becomes increasingly inaccessible — and then dormant.

  5. 2013

    Sorouh merges with Aldar

The merger of Sorouh Real Estate and Aldar Properties changes the project's trajectory again, and the island stays largely untouched.

  6. 2023

    Public Art Abu Dhabi

The island briefly reopens to visitors as part of Public Art Abu Dhabi, with installations bringing activity back to an otherwise empty landscape.

  7. 2026

    Eagle Hills confirms the development

Eagle Hills Properties confirms it will oversee the island's development. Cranes and excavators appear across the site, workers arrive by boat, show homes rise facing the skyline, and aerial imagery shows a canal taking shape through the centre. The masterplan is still to come.

The Vision

Lulu Island Masterplan and Future Vision

Lulu Island is expected to become a major waterfront district within Abu Dhabi’s long-term urban development strategy. Earlier government planning identified the island as an important component of the capital’s growth, with the potential to support residential, leisure, cultural and public waterfront spaces.

Eagle Hills has not yet published the final Lulu Island masterplan. The layout, residential density, property types, amenities, hospitality components, road connections and development phases therefore remain unconfirmed.

Verified masterplan information, including Lulu Island villas, townhouses, apartments and supporting amenities, will be added once officially released by Eagle Hills.

The Setting

A Unique Waterfront Setting in Abu Dhabi

Lulu Island already possesses the natural and locational qualities needed for a distinctive waterfront destination. Although Eagle Hills has not released an official amenity list, the island benefits from beaches, sheltered water and uninterrupted views of the Abu Dhabi skyline.

  1. A developer is finally named

After two decades of plans that went nowhere, Eagle Hills has confirmed it will oversee the island. That is the single fact that separates 2026 from every previous cycle.

  2. Location is the whole argument

Half a kilometre from the Corniche, with beaches on all sides and the capital's centre in view. As Eyal Ashur of Nooma Properties put it, the island's convenience is its location.

  3. A market moving at record pace

Abu Dhabi's residential market has been accelerating across Saadiyat, Ramhan and Hudayriyat. In June, Modon reportedly sold more than 1,800 units in six days — a new UAE record.

  4. An investor base that keeps widening

Freehold ownership for international buyers, introduced in 2019, has broadened demand for waterfront addresses, privacy and large-format homes — precisely the profile this island suits.

Eagle Hills Properties, led by Mohamed Alabbar, confirmed in August 2026 that it will oversee the development of Lulu Island. Details of the masterplan have not yet been announced. Earlier schemes for the island were associated with Sorouh Real Estate, which merged with Aldar Properties in 2013.

No. Eagle Hills has confirmed its role as developer, but no masterplan, layout, phasing, unit count or architectural material has been published. Renders and plans circulating from earlier schemes — including the shelved tower and mainland bridge proposals — do not represent what is now being built.

Nothing has been confirmed by the developer. Industry expectation is a heavy focus on low-rise luxury residential property. Lasse Frederik Pedersen, senior investment adviser at Equiti Real Estates, has suggested apartments, villas and mansions could form part of the project, with buildings potentially limited to three or four floors. Separately, Plan Abu Dhabi 2030 envisages the island as a major component of the Capital City Framework with a population of around 20,000, and highlights a role in showcasing the capital's history, culture and identity.
